Justice Delayed for Rape Survivors

Thousands of rape survivors are waiting and waiting and waiting in Dallas. There is evidence that could identify their rapists, but it is sitting in storage on dusty shelves, untested in rape kits.

Dallas police say there is a tremendous backlog, about 10,000 rape kits. The money isn't there to test all of the kits. It costs about $1,000.

Survivors like Cindy Herb want to see the process speeded up. She was raped more than 40 years ago, when she was 9. She says a rape kit was done, but isn't sure it still exists. She hopes that one day it will be able to point her to the man who took her innocence.
